I think it’s more a case of it being cost-prohibitive for any potential buyer to carry out the necessary sympathetic upgrades and conversion work…
The Halton estate was bought from the Rothschilds for a bargain. The only element which needs “returning to former state” is Halton House itself… which is fine, because its more maintenance issue than the assessment and decontamination processes which have been demanded for other sites.
