Pretty sure the rule is just for Officer cadets, as it’s “bad luck” to stand on it before graduation
In Flight Cadet days, pre 1972, only staff and the senior entry were permitted to walk upon the carpet. After over 2 years of not doing so it was difficult to see what all the fuss was about. The graduation ritual was marching off up the front steps.
I cannot recall either having much significance in the GE period.

it’s like a tradition started for officer cadets but over time its become observed by everyone that’s not commissioned to walk around the edge.
When I was an officer cadet we did our last 6 weeks in CHOM but we’re not allowed to step foot on it. After graduation we marched in the main doors and onto it for the first time. I actually hated the place and didn’t set foot in there again for 16 years, when I did make a point of walking on it as often as possible.

Anyone who isn’t an Officer Cadet can (and do) walk on it, it’s (not/no longer?) just a commissioned/ non commissioned thing, only an Officer Cadet thing.
