although it is a PITA i makes sense to me.
safe handling rules of weapons indicates trained personnel only. just because it is being used for drill purpose rather than training/shooting all of a sudden just makes it a stick rather than a rifle?
to avoid one rule for a Marksman and another for a Drillpig it makes sense…but my word it is a hoop to jump through!

You are right, it is. Unfortunately it is being imposed upon us because the people who get to write the rules hate the idea of arms drill but are having the activity imposed upon them from a tri-service level.
For the Queens Diamond Jubilee celebration,
the RAF could not mount an armed guard of honour in Glasgow, therefor the Air cadets were required to do this.
so you looked along the line: Navy, Army and then the Air cadets all doing the honour guard with L85s.
the only stipulation was that the cadets were to have their bayonets sheathed in the belt not fixed.
All the cadets required WHT’s on the L85 which was arranged.
a couple of the officers were picked to go for sword training as well.
everyone who was there enjoyed it and the general public thought it looked great

It is the same rule really. You need a WHT to be a able to fire a rifle. If your drill team are firing volleys then the requirement for WHTs make sense. If not…
The ability to strip and clean the rifle and perform stoppage drills are not really relevant if you’re not getting it dirty and not firing it respectively.
I could see the logic if it was mandated that all participants had carried out rifle lesson 1 though.

that would be an obvious minimum certainly and valid WHT or not always avoid those without lesson 1 handling the respective weapon system
